                                          Shirley Jackson

Pastor Shirley N. Jackson is a native of Washington, DC, and a resident of Ft. Washington, Maryland.  In February 2023, while in prayer with a pastor friend, God told Rev. Jackson to start a ministry where we would leave the four walls of the church building.  In obedience to God, she started "From House to House Fellowship Ministries, Inc." (FHTHFM) in Clinton, Maryland on May 21, 2023.  Pastor Jackson is the President and Sr. Pastor of From House to House Fellowship Ministries, Inc.

Pastor Jackson was a member of Victory Church International (VCI) for 30 years where Apostle Dr. Carmen Y. Lattimore mentored her. She served as Apostle Lattimore's Armour Bearer for 28 years.  During her time at Victory, Pastor Jackson headed the Usher Board, the Counter's Ministry, the Photography Ministry, and Greater Works Ministries Publications.  She was the Manager of Victory Bookstore, a Trustee, the Pastor of Night Church, and the Assistant to Apostle Carmen Lattimore, the Director of Greater Works Ministry.  Pastor Jackson taught in the Sunday School, Bible Study, and New Members' Departments, founded "Train up a Child" (a Retreat for children ages 5-12 years of age), and served as an International Missionary at Victory Church International.

Pastor Jackson is a graduate of the Five-Fold Development Institute (FFDI) (VCI Bible College) class of 1998, in which she was the Valedictorian of her class.  After graduating she served as the Registrar and Financial Adviser for FFDI.  She was licensed in June 2005 at Victory Church International, Carmen Lattimore and the late Walter Lattimore, Pastors, to preach and teach the gospel of Jesus Christ. In April 2020, she was ordained as an Assistant Pastor at Victory Church International. She also served as the teacher's aide for Apostle Carmen Lattimore's FFDI Spiritual Warfare and Demonology & Deliverance classes and then went on to teach the Spiritual Warfare and Christian Doctrine of the Bible classes for many years.

In the summer of 2006, she was privileged to travel to Tanzania, Uganda and Kenya, East Africa to help the orphaned children by distributing provisions to orphanages and to provide training, education and spiritual support for the children and orphanage staff. The team ministered in several churches where I taught Spiritual Warfare.


Pastor Jackson is a graduate of Prince Georges Community College where she earned an Associate's Degree in Business Management.  She is the founder and owner of "My Father's Business", which has helped countless families with the creation of programs for homegoing and memorial services.  Pastor Jackson was also the Web Master for Victory Church International and Greater Works Ministries and is now the Web Master for From House to House Fellowship Ministries. 

Pastor Jackson stands on Mathew 25:21, "His Lord said to him, 'Well done, good and faithful servant; you were faithful over a few things, I will make you ruler over many things. Enter into the joy of your Lord.'"

                                              Phil Harkins

Elder-Elect Phillip Harkins is a native of Washington, DC and a resident of Fort Washington, MD.  His ultimate desire is to help people and do the will of God.

For 28 years he was a member of Victory Church International, where he served as a Trustee and Chairman of Greater Works Ministries.  He also serves as the President of RXG a referral exchange group which is a local marketing group which introduces different services (Real Estate, Hairdressing etc.) by a word-of-mouth initiative to incentivize existing customers to introduce their family, friends, and contacts to become new customers, which is very similar to what we do as witnesses for Christ.

He has always had his eyes and ears open to the guidance of the Holy Spirit.  The Lord let him know He had another assignment for him to do.  The new assignment was to become a member and Vice President of From House to House Fellowship Ministries, Inc.

He is a man who loves God, God's people and His Word.  He loves the young, the elderly and the unchurched.  The young, because they have so much to gain.  The elderly, because they have so much to share.  The unchurched because God is the answer to all we have or need.

He enjoys family time with his wife of 38 years; relaxing, reading and learning whatever he can to share with others.  He enjoys teaching biblical finances with power, conviction, and simplicity at every opportunity that avails for the upbuilding of God's kingdom and financial freedom for God's people.

He has a strong relationship with God and stands on Philippians 4:13, "I can do all things through Christ which strengthened me."
                                   Francine Watkins

Pastor Francine Watkins is a native Washingtonian and resides in Clinton, Maryland.  She received Jesus Christ as her Savior and Lord in April 1980, where He set her on the path to grow and mature in the knowledge of Him and his Word.  From 1990 to 1991, she attended and completed the Ministerial Internship Program at the National Church of God in Fort Washington, Maryland, where she was one of the facilitators of the home Bible study ministry.  She was licensed in July 1994 at Victory Church International, Carmen Lattimore and the late Walter Lattimore, pastors, to preach and teach the gospel of Jesus Christ.  She is a 1996 graduate of the Five-Fold Development Institute of Greater Works Ministries.  She received a Bachelor of Arts degree in Biblical Studies from Faith University and Schools, Washington, DC in May 2003.  In August of 2003, she was installed as an associate pastor and ordained an elder at Victory Church International.

In the summer of 2004, she was privileged to travel to Uganda and Kenya, East Africa to help the children orphaned by the AIDS pandemic by distributing provisions to orphanages and to provide training, education and spiritual support for the children and orphanage staff.

Over the past 30 years at Victory Church International, she served in various capacities, including operating as the Director of the New Members Ministry, Superintendent of the Sunday School, Christian Education Director, and an instructor in the Five-Fold Development Institute of Greater Works Ministries, a training college for ministers.  She was a volunteer worker in the church office and was active in the choir, the evangelism ministry, the intercessory prayer ministry, and teaching Children's Church.

For the past several years she has assisted in facilitating a Bible study at the Camp Springs Senior Activity Center and is a founding member of From House to House Fellowship Ministries, Inc. where she serves as secretary.

Pastor Watkins says, that "God has done great things in my life" and she considers herself to be an example of 1 Corinthians 1:27-29: 
But God has chosen the foolish things of the world to put to shame the wise, and God has chosen the weak things of the world to put to shame the things which are mighty; and the base things of the world and the things which are despised God has chosen, and the things which are not, to bring to nothing the things that are, that no flesh should glory in His presence.

                                      Patricia Plummer

Pastor Patricia Plummer, better known as Pastor Pat, is a native Washingtonian.  At the age of 14 her family moved to Charles County, Maryland where she graduated from Lackey High School.  She went on to graduate from Penn State University with a bachelor's degree in Accounting.

Pastor Plummer attended Pilgrim AME Church in N.E. Washington DC as a child.  As a teen, she attended Metropolitan United Methodist Church where she was active in the youth ministry.  As an adult, Pastor Pat attended Evangel Temple, and in 1993 was one of the founding pastors of Victory Church International in Fort Washington, Maryland, with Apostle Dr. Carmen Y.  Lattimore and the late Pastor Walter E. Lattimore.

Pastor Plummer served as the treasurer for Greater Works Ministries, the original ministry from which the church was birthed.  She also served as acting treasurer for Victory Church for many years when the treasurer became ill.  Pastor Pat also served as a missionary with the team that accompanied Apostle Dr. Carmen Lattimore to Kenya and Uganda.  During the missions trip, Pastor Pat and the team preached and prayed at various revivals and visited several orphanages where everyone ministered to and prayed with the orphans.

During her 30 years at Victory Church, Pastor Plummer served in many capacities, such as the head of the Evangelism Ministry, a Sunday School and Wednesday night bible study teacher, and an instructor in the ministry's Five Fold Development Bible Institute.  She also served as a volunteer in the church office and drove the church van to pick up people and bring them to church each week.  Over her 30 years, she helped to lead events such as the On Fire for Jesus youth summer program, the Your Turn Vision/Leadership Conference, and the Victory Church International 30-Year Anniversary Celebration in 2023, as well as many, many other events.

Pastor Plummer is one of the founding pastors of From House to House Fellowship Ministries, Inc. and now serves as the pastor over outreach as well as the treasurer.  Her belief is that everyone has a gift and a purpose and her goal in life is to encourage everyone to make full use of their gifts and talents for the Kingdom of God.
                                    Darlene Harkins

Minister Darlene Harkins was born and raised in Washington, DC and graduated from George Washington University.  She was raised in a family church pastored by her uncle and aunt where the seed of Jesus Christ was planted.  She was the first President of a Women's Ministry called "The Brides of Christ", which was founded on Matthew 25:35-36.  As a result, she met Apostle Dr. Carmen Lattimore, and her family became members of Victory Church International in 1995.

Minister Harkins was a member of Victory Church International for 28 years where she served as Trustee and a member of the following ministries: Board Member of Greater Works, Victorious Women and the Counters Ministry.

Minister Harkins graduated from the Five-Fold Development Institute, School of Spiritual Warfare in 2014 and enrolled in the School of Ministry and received her license on June 27, 2020.

Minister Harkins is currently a member of From House to House Fellowship Ministries, Inc., where she continues to do the work the Lord has commissioned her to do.  She has a deep relationship with her Lord and Savior, and lives with the assurance that "whatever life brings and whatever happens in life, it's for my good and for HIS glory".  She stands on Psalm 46:10, "Be still and know that I am God..."

                                 Monica Marcelli

Minister Monica Marcelli is a native of Washington, DC and a resident of Fort Washington, Maryland.  Min. Monica is the mother of two children and three grandchildren.

Minister Marcelli  was a member of Victory Church International (VCI) for 12 years.  She was a member of Victory Praise Company, Victory Ministers of Encouragement, the Counter's Ministry, the Beautification Ministry, assisted with the SHARE Food Program Network, and a Licensed Minister.  In July 2016 Minister Marcelli started the Outreach Ministry at Genesis Rehabilitation Center in LaPlata MD.

Minister Marcelli is a graduate of the Five-Fold Development Institute (FFDI) (VCI Bible College).  After graduating she was licensed as a Minister and served as a teacher's aide for Spiritual Warfare and Christian Doctrines of the Bible.

She is a founding member of From House to House Fellowship Ministries, Inc. and serves as a trustee.  Minister Marcelli knows that God is AWESOME and she is on fire for Him.
                                   Clover Marsh

Sister Clover J. Marsh, born in Kingston Jamaica, migrated to the United States of America in 1977 with her families.  She is currently a resident of Fort Washington, Maryland.

Sister Marsh's journey in business education began at the University of Phoenix, where she earned a Bachelor of Science in Business.  This foundational knowledge has been instrumental in shaping her career, providing her with a solid understanding of business principles and strategies that she applies daily in her administrative roles.

While at Victory Church International, Sister Marsh had the wonderful opportunity to become an usher during worship services.  In addition, she was an integral part of the ministry's treasury team, responsible for all accounting and finance duties related to the church, including but not limited to, overseeing offerings and collections to account into the larger church finance records.  She is a founding member of From House to House Fellowship Ministries, Inc. and serves as a trustee.

Her career highlights include serving as a Human Resources Administrative Assistant for the City of Alexandria through Randstad Office Professionals in Fredericksburg, VA.  In this role, she excelled in providing exceptional customer service, managing office operations, and maintaining confidentiality while handling sensitive information for applicants and employees.  She also supported various teams within the Human Resources Department, demonstrating her versatility and commitment to organizational success.

Outside of work, she enjoys staying active in her community and pursuing outdoor activities.  She is dedicated to continuous learning and professional growth, constantly seeking opportunities to enhance her skills and contribute positively to her field.

Sister Marsh is passionate about her work and takes pride in her ability to contribute effectively to organizational and ministry goals.  With a blend of practical experience, educational background, and a proactive approach to challenges, she is poised to make a meaningful impact in the ministry.

                                         Deloris Carter

Minister Deloris Deorn Carter is a native of Washington, DC.  She is the daughter of the late John Henry and Willie Anna Wise.  Minister Carter started school in the District of Columbia but finished in the Brunswick County, VA public school system.  She attended Piney Grove Baptist Church in VA where she accepted Jesus Christ as her Lord and Savior at the age of 10. 

After graduating high school, Minister Carter joined the U.S. Air Force working in the field of Security Forces.  After retiring from the U.S. Air Force, Minister Carter worked for the Department of Treasury and later for the Department of Justice in graphics, photograph and training with the law enforcement field.  She earned a Bachelor's degree in Studio Art from the University of the District of Columbia.

At Piney Grove Deloris started ushering as a youth, and at Bolling Air Force Base Chapel, she became the head usher at the Traditional Service where she was in charge of the ushers, tithes and offerings, communion and lay readers.  She also sung in various choirs.  Deloris taught Sunday School and served as leader of the Protestant Youth of the Chapel.

Later joining Victory Church International where Minister Carter has traveled internationally ministering the Gospel of Jesus Christ, she became Deacon, taught Sunday School, headed the S.H.A.R.E. Program and served in various other positions at Victory.

Minister Carter has served with the Presidential Inauguration Committee, Congressional Black Caucus Foundation and National Council of Negro Women. 

Minister Carter and her husband Lawrence (Larry) have traveled to 7 continents and over 100 countries since their union on November 12, 2011.  They are graduates of the Five-Fold Development Institute together.

Minister Carter stands on John 12:26 "If any man serve me, let him follow me; and where I am, there shall also my servant be: if any man serve me, him will my Father honour."
